№ 001 — WorkNine systems · no client names

What we've built.

We don't name clients here. Government work is public work, but the decision to be named belongs to the department, not the vendor. Each entry says what was built, for which kind of body, and how far it got.

Online import declarations

The problem
Paper declarations, duty worked out by hand, and no shared view between importers, their supply partners and the officers processing them.
What mattered
Four years in service. The back end is now being replaced with a new service without interrupting declarations — the kind of migration that is only possible when the first system was built to be replaced.
What we built
A public declaration with cargo particulars, carrier and routing, a duty calculator against the tariff, a PDF declaration, an officer review-and-process workflow, supply-partner invitations and templated email.

In serviceSINCE 2022 · INVOICING IN DEMONSTRATION

Inter-island ferry operations, then harbour invoicing

The problem
A port authority running passenger ticketing, cargo, vessel schedules and treasury receipts on paper and spreadsheets, with revenue hard to reconcile.
What mattered
A four-year relationship in one domain. Ticketing has been in service since 2022; the invoicing workflow is in demonstration with the authority.
What we built
Passenger booking and check-in with boarding passes, cargo manifests and shipment tracking, vessels, voyages and crew, fares and travel credits, treasury receipts, private charters and revenue reporting, plus a tablet QR check-in app. The second phase adds a ten-role invoicing workflow — division work → pro-forma → finance → invoice → approval → receivables aging — vessel-entry approval with five-party review, harbour movements, manifest import with validation, wharfage and tonnage dues, and citations.

Traveller declarations with a public API

The problem
Arrival and departure declarations collected on cards, re-keyed by officers, and unavailable to the other agencies that need them.
What mattered
The most production-grade system in the portfolio: access control, API governance and deployment discipline designed in from the start.
What we built
A public declaration form, an officer dashboard with five access tiers and per-agency permissions, a full audit trail, QR codes, and a token-gated public API behind a rate-limited gateway so other systems can read declarations without a login. Separate staging and production with zero-downtime deployments and gateway tests.

BuiltDELIVERED WITH MANUALS

Traveller health clearance

The problem
A health department reviewing travellers' documents and vaccination records by email and in person, with no consistent record or pass.
What mattered
Delivered as a complete operational system — documentation included — rather than a screen set.
What we built
A traveller declaration with document and vaccination upload, a department review queue with approve and reject, a QR travel pass, seven email workflows, heat-map analytics, multiple languages, and user, technical and API manuals.

Citizen feedback with real escalation

The problem
Complaints about public services arriving by phone, letter and social media, with no route to the responsible office and no clock running.
What mattered
Escalation that follows the actual chain of accountability — department head, then the executive — rather than a generic ticket queue.
What we built
A bilingual public site (English and Gagana Sāmoa) for standard, confidential and anonymous submissions; routing to the responsible head and deputy; business-day service levels on the territorial holiday calendar; hourly escalation to the executive office when a service level slips; citizen satisfaction follow-up; two-factor sign-in, idle timeout, printable briefings and CSV export.

Grants management, certificates and receipts

The problem
Grant applications, certificates of good standing and receipt books handled as separate paper processes across several agencies.
What mattered
Three treasury processes on one service template — the same access model, audit trail and deployment path — so the second and third cost a fraction of the first.
What we built
A grants hub with staff and agency portals; certificate requests with instant entity verification, a multi-agency approval workflow, fees and QR-verifiable certificates; and a digital receipt system with receipt-book tracking, transmittals, business lookup and reports.

DemonstrationLIVE DEMONSTRATION ON REAL DAILY REPORTS

Commercial intelligence from eight daily reports

The problem
Eight operational reports emailed every morning, read individually, with no history and no way to see a district, a product or a customer segment across them.
What mattered
Built on the authority's actual reports, not sample data — and every number on the dashboard can be opened to the rows behind it.
What we built
Ingestion of the daily reports with full history; an executive dashboard with targets, pace and forecast; suspended-service reconnection lists; household cross-sell; prepaid churn watch; districts; device financing. A drill-down and a CSV behind every tile. Three roles. Earlier work for the same provider: a customer and employee portal, a field survey platform and QR event admission.

Levy management for a national compensation scheme

The problem
Employer levy returns, penalties, claims and arrears tracked across ledgers that did not reconcile, for thousands of employers.
What mattered
Revenue-collection domain work on the independent-state side of the islands, with the statutory rules encoded rather than described.
What we built
Employer and employee portals, levy returns with penalties, schools and sports levies, claims, arrears aging, a cashier module and admin analytics — modelled at around 2,400 employers and 45,000 employees.

Emergency medical charter dispatch

The problem
Medical evacuation requests coordinated by phone between hospital, airline and family, with no shared status.
What mattered
A request-to-wheels-up workflow that a family can follow from their phone.
What we built
A five-step request form, a public tracking page for family, an operations desk with alerts, reports that can be shared with the health ministry, user management, settings and an activity log, with email notifications at each step.
